When a product is added to cart, the price shown in the drop down box includes the tax already calculated in, and the tax is only suppose to apply for Florida customers so I dont want them to see it until the end of the checkout process. It is also already assuming every customer is in Florida, unless it knows from my IP.

Hi,

Because you are logged-in to your website while testing and your address is (obviously) Florida. So the Virtuemart knows your billing address is Florida and applies the TAX rule automatically. The "dropdown" mini cart is the small replica of the real shopping cart.

Please "log out" and try again. Then you should see the prices without tax everywhere.

You might also try to change your TAX rule from "per product" to "per bill". And select the state "Floarida".

So the TAX will be added to BILL, instead of to each product (which is more convenient way for U.S. Standards) if the buyers logged in to system with providing the "shipping" address "Florida".
