Currently, when I add items to a shopping cart, when I go to the cart there really is no information that needs to be filled out. It has my address, it has all the items and prices. It has the payment and shipping methods all filled in.

The only thing to do is read the Terms of Service and check the box indicating the same. After that, I click the "Check Out Now" button which takes me to exactly the same page but with a "Confirm Purchase" button on it.

This is redundant. Can I remove one of the two pages somehow, and just have one button for the user to click?

You should rise this question in forum.virtuemart.net, reach the developers of Virtuemart Component.
Because what you are asking is "directly" related with Virtuemart Core files and can't be modified with a template.
