I am attempting to change where the Continue Shopping button in the modal pop-up and cart links to. I would like to have this redirect to static URL. I cannot find where the continue link is generated. Any assistance in the issue would be much appreciated.

You can edit the URL of that button to a fixed URL by modifying this line:
