It actually does work on Safari and Firefox browsers. But doesn't work on Chrome. Actually it should NOT work work in all browsers though, but looks like Firefox and Safari are abandoning some of the conflicts.
The reason why it shouldn't work on all browsers is because there is a fatal javascript problem on your website. this JS file: /components/com_community/assets/script-1.2.js is trying to initialize a function that doesn't exist:

This is not a simple error that can be abandoned, it is a serious one. You should eliminate this console error from your website. If you don't know why this happens, you should better contact with the developer of the com_community developers, because looks like this function is very long and must be important.
Also, there is one more JavaScript error. This shows off only on Chrome Browser (not on Firefox or Safari), maybe this is the real reason why the counter doesn't work only on Chrome browser.

This JS file that causes the problem is: /components/com_jbolo/jbolo/model/jbolo_chat.js
Once you eliminate these JavaScript conflicts from your website (start from the bolo_char.js), both of the problems will be fixed. The counter will start working, and the form validation will start working (so people won't be able to submit the form if the minimum character limit hasn't been reached)
