After deeply investigating, I have found the source of the problem.
The problem is,
1- If the product is added to cart through “product details page”. everything works just fine.
2- If the product is added to cart through “category browse page”, the file doesn’t attached to order.
So, what i have understood, the plugin (Virtuemart Product Plugin) doesn’t get activated on the category browse page. BECAUSE IN OFFICIAL VIRTUEMART, THERE IS NO ADD TO CART BUTTON ON THE CATEGORY BROWSE PAGE. Adding the "add to cart" button to category page is a feature and comes with our Template, therefore it is normal if the plugin (Virtuemart Product Plugin) doesn’t work on category pages. Because the plugin has been developed by taking into account the official virtuemart layout.
The solution:
You have to disable the “add to cart” feature from category browse page. You can do this through “Flexible VM2 Template” plugin by disabling these options:

So in the category browse page, the “add to cart” button will be hidden.
Visitors have to open the “product details page” in order to add the product to cart. Then everything will be just fine
