Somehow, PureMart isn't able to determine in your server whether the visitor is logged-in already or an anonymous user.

Please try this first,

Open the "Joomla Plugin Manager" and find this plugin: Flexible VM2 Template
From plugin parameters, find this parameter: Hide Shipping Rates from Anonymous and set it to NO.

Okay, your problem has been solved. Everything works like a charm.
I did touch these PHP files:

ROOT/templates/<yourjoomlatemplate>/html/com_virtuemart/cart/select_shipment.php
ROOT/templates/<yourjoomlatemplate>/html/com_virtuemart/cart/default_pricelist.php
And to fix some CSS issues that i have noticed:
ROOT/templates/<yourjoomlatemplate>/html/com_virtuemart/assets/css/flexibleVM2Global.css
