Sending email through your Joomla Site, is all about Joomla and your hosting company. It has nothing to do with templates nor Virtuemart. If you have the correct email settings in Joomla Global Configuration then the email should be sent successfully to the Vendor email you entered through Virtuemart Backend.
Did you setup the Joomla Email Settings through Joomla Global Configuration? Are you sure they are correctly setup?
Every hosting have a different configurations, they support different email sending method. Joomla offers 3 different email sending method. PHPMail, SendMail, SMTP.
99% of the hosting supports PHPMail. So you should be using it (try others as well, BUT MAKE SURE TO SETUP CORRECTLY)
(the perfect one is the SMTP, but not all hosting support that)

Then test again.
And be aware, in some hosting companies, receiving the email to your email inbox might take up to 12 hours. If this is case for you, you should immediately change your hosting company. Emails usually arrive to your inbox within couple minutes.
