Hi,
First of all;
- This is directly related to how Virtuemart was developed
- This is not a bug. It is good thing actually and increase the speed of adding product process.
If the price rule doesn't have any restriction, it becomes "Generic Rule". It will be selected automatically for all your products and for all your "newly" added products. Because system will think, that price calculation is a "generic rule" and it is valid for all products.
Normally, we don't provide free support if there is no problem that caused directly by our templates.
But this is an easy one:
- First create a new category and "unpublished" it.. This will be an imaginary category (or don't don't need to create it, if you have some "blank" categories)
- Then open the calculation rule (Discount)
- add the "imaginary category" to that rule:

Understand the idea? If you add this category to the Discount Rule, the "Discount" will be "generic rule" only for that selected category (not for the entire store). You will still be able to add that discount to other products, but you need to do it manually by selecting it from the drop down (which is what you are looking for i guess)
