In the Template Manager there is an option
Optimization
"Enable compress CSS/JS. These options only available when Development Mode is off"

I am trying to find the Dev Mode at Template Manager (in Gerenal as T3 manual says) but can't find it.

Please advice if there is an other way to check the Dev Mode.

I am little confused. Are you trying to enable the DEV mode, or to enable the CSS&JS Optimization? I think you are trying to enable the CSS&JS optimization...

CSS & JS compression that comes with the T3 framework has been disabled on SportMart, because it was causing overload in the server (does more harm than good)

I recommend you to use this plugin instead;
extensions.joomla.org/extension/jch-optimize

to compress&optimize CSS and JS files. It is a freeware plugin and works like a charm. That plugin is my favorite Joomla plugin.

I am using that plugin in all my personal projects. It is a very good one. Must have for all joomla sites. Beside, it works just fine with all kind of 3rd party plugins.

It's Cache&GZIP mechanism work flawlessly.
